Initial briefing

Recently, four Libyan nationals visiting the United States have gone missing. They were believed to be part of the historic Libyan diplomatic mission that you all know about and had been widely reported. However, the Libyan foreign ministry denies that these four men were part of the mission and have denied any knowledge of them.

Based on their suspicious behaviour, Immigration and Customs Enforcement have concerns that these four have entered the United States for the purposes of terror. Warrents for their arrest for violation of their visa restrictions have been issued.

You are to track down and arrest these four men (for visa violations or for more serious offences if appropriate). In respect of the fact that the Libyan diplomatic mission is currently in the country, this investigation must be conducted with utmost discretion. The Homeland Security Advisory System has been placed at Elevated, though no details have been released to other agencies. Based on what you find in your investigation, you are to advise if the threat level should be altered.

The passports of the four men give their names as

Qaseem Mamdillah

Tabari Zerhouni

Adbal-Hakim Azil

Sulaiman Mariche

None of these names are familiar to us, though through their passport photos, Qaseem Mamdillah and Abdal-Hakim Azil have been tentatively identified as Rabi al-Kaleela and Mahmoud Bin Hajim, both suspected Al Qaeda members originally from Saudi Arabia.

You are given a brief dossier with passport photos of the four and scant details on Rabi al-Kaleela and Mahmoud Bin Hajim.
